Charles J. Jacobson, President/CEO Charles J. Jacobson, MBA
President and Chief Executive Officer

Mr. Jacobson is the President and Chief Executive Officer of Jacobson Consulting, Inc., a diversified health care consulting firm with offices in Jacksonville and Dunedin, Florida. The firm provides management and consulting services to ambulatory surgery centers, physician groups, independent practice associations, and other ancillary service organizations throughout the southeastern United States. Mr. Jacobson has over 30 years of health care related experience in the development of new health care facilities and ventures.

Mr. Jacobson is also the Vice President of The Stellar Group's Healthcare Facility Development Division, a design-build company based in Jacksonville, Florida. The Stellar Group is active in the design and construction of ambulatory surgery centers and medical office buildings. The relationship between Jacobson Consulting and The Stellar Group has improved the firm's capabilities in managing the design and construction phases of its ASC and MOB projects.

He currently serves as a Director of Diversified Therapy Corporation, a national chain of clinical wound care centers. He also serves as Vice President and Director of Chiro Alliance Corporation and PriCare Management Services, Inc., companies providing claims management services to physician networks.

Mr. Jacobson is an active member of Medical Group Management Association, Florida Association of Ambulatory Surgery Centers, Federated Ambulatory Surgery Association, and serves as an officer of SurgiPac, a political action organization.

Mr. Jacobson earned a B.S., Physics, from Christian Brothers University, and an M.B.A. from DePaul University, College of Commerce in Chicago.

Mrs. Gray is responsible for overseeing the administrative services and financial accounting services Jacobson Consulting provides to our clients. She works closely with the Center Administrators and Business Managers in creating the necessary administrative and business management structures for the ASC's, and serves as an ongoing resource for ongoing support and problem-solving.

Mrs. Gray assists the Centers in the establishment of banking and key vendor relationships, establishing the personnel and benefits administration functions, establishing and negotiating insurance coverage, directing the accounts payable, accounting and bookkeeping functions. Mrs. Gray also provides direction and support in securing telecommunications vendors and services, computer and network systems and other office technology requirements. Mrs. Gray directs the set-up of the necessary accounting software, establishes the accounting "write-up" guidelines and oversees the creation of monthly accounting statements.

Having been with Jacobson Consulting since its inception in 1984, Mrs. Gray understands the financial management and administrative needs of our ASC clients and is able to apply time-tested practices in the set-up and ongoing management of key back-office functions. Mrs. Gray attended the College of St. Catherine and the University of Minnesota, College of Business Administration and Liberal Arts. She is a Florida licensed health and life insurance agent and a Florida Notary Public.

Thomas K. Lang Thomas K. Lang, MBA

Director, West Coast Operations


Mr. Lang is Director of the West Coast Operations and is responsible for overseeing several of the firm's ASC development and management projects. In this role, Mr. Lang is the primary contact with the client, provides direct consulting services and coordinates the services provided by the firm's associate consultants. Mr. Lang is also responsible for the identification and cultivation of new client engagements.

Mr. Lang's 25+ years of senior healthcare management and development experience has included considerable background in the delivery of outpatient services and in the management of physician offices and physician-driven medical business ventures. Having served as the CEO of an acute care hospital within the State of Florida early in his career, Mr. Lang has also been the COO of a nationwide diagnostic imaging company. He has provided medical practice management services to numerous physician practices and provider networks within the state and has recently served as the CEO of a large Orthopedic practice.

He received his Bachelor's Degree from Carnegie-Mellon University in Pittsburgh, Pennsylvania and his M.B.A. from the Yale University School of Management in New Haven, Connecticut.

Director of Managed Care Contracting and Regulatory Support Specialist

Tara Shea McLaughlin provides ongoing communication with the major and local health plans to ensure that the newly developed ASCs are provided with facility contracts at a fair reimbursement. Ms. McLaughlin has an excellent rapport with the ancillary contracting representatives across the State for Blue Cross Blue Shield, Aetna U.S. Healthcare, United Health Care of Florida, Humana, AvMed and many others. She is very knowledgeable in all aspects of the contracting process, including language review, fee analysis, and rate negotiations, including carve outs for various specialties.

In addition, Ms. McLaughlin works closely with our clients, and federal and state agencies to complete the necessary AHCA documents for ASC licensure including United States DEA Office, Board of Pharmacy, AHCA Laboratory Licensing Unit, local health departments, and the Centers for Medicare and Medicaid Services.

Tara handles the credentialing of all surgeons and delineation of privileges; development of various ASC manuals, research and acquisition of competitively priced malpractice insurance for new facilities, and provides on-site support during AHCA licensure inspections.

Ms. McLaughlin, who has been with Jacobson Consulting for over ten years, holds a Bachelor of Business Administration Degree in Marketing from the University of Notre Dame.

Christopher S. Hill Christopher S. Hill, MBA, LHRM
Director, East Coast Operations

Mr. Hill is the Director of East Coast Operations with Jacobson Consulting, Inc., and is responsible for overseeing several of the firm's ambulatory surgery centers and management projects. Mr. Hill provides the primary contact with the client, on-site consulting services in practice management, practice development, facilities management, marketing, internal policy and procedure development, personnel management, risk management and compliance issues.

Mr. Hill has been involved in the healthcare industry for over 14 years in medical practice administration, responsible for overseeing, planning and guiding all activities of the medical group practice, as well as administration of single specialty and multi-specialty ambulatory surgery center administration, risk management and compliance.

Mr. Hill received his Bachelor's Degree (BSBA) from the University of Florida and his Master's Degree (MBA) from Florida Atlantic University in Boca Raton, Florida. Mr. Hill is a licensed Health Care Risk Manager and is a past Board Member of the Florida Society of Ambulatory Surgical Centers.
